{"id":1306,"date":"2016-02-23T11:31:05","date_gmt":"2016-02-23T10:31:05","guid":{"rendered":"http:\/\/www.venco.com.pl\/~cozy\/blog\/?p=1306"},"modified":"2016-02-23T11:31:05","modified_gmt":"2016-02-23T10:31:05","slug":"publishing-work-externally-in-bank-of-england","status":"publish","type":"post","link":"http:\/\/u239160.webh.me\/jakisproblem.pl\/index.php\/2016\/02\/23\/publishing-work-externally-in-bank-of-england\/","title":{"rendered":"Publishing work externally in Bank Of England"},"content":{"rendered":"<p>This page deals with work done by all Bank staff that is published externally by an external publisher, normally in a research context.<\/p>\n<p>This includes books, contributions to books, journal articles, articles in newspapers and similar publications, non-Bank working papers, and any form of internet publishing, including papers posted by co-authors or on conference sites.<\/p>\n<p>In general, any piece of work that has \u00a0a staff member&#8217;s name and \u00a0a Bank affiliation on it that is available to the public in any form whatsoever requires written permission before it is published or posted. And if it is work done \u00a0without a Bank affiliation for any reason, then if it may in any way be connected to the Bank the Staff Handbook makes it clear that advice should be sought from Press Office.<!--more--><\/p>\n<p>These rules may seem restrictive, but in almost all cases work is published and that is both our presumption and what we want: we just have to be careful about the drafting.<\/p>\n<p>A Collaborate workflow helps manage processes related to the external publication of work by Bank staff. Please note: this workflow is for getting permission once something has been accepted \u00a0by the publisher and is NOT for permission to submit! The automated workflow enhances the existing process by ensuring that a consistent approach is followed for each submission. The workflow starts with the paperless submission of the approval form (\u2018Start Workflow\u2019 tab), then the main users (author; approver (HoD); Publication Manager) follow a set of simple tasks prompted by the receipt of email actions\/confirmations\/reminders; for example, asking the author to contact the publishers for copyright assignment\/publishing contracts. The external publications workflow also makes it easier to monitor the status of a paper and to collate management statistics.<\/p>\n<h4><strong>Work done outside the Bank<\/strong><\/h4>\n<p>The Bank is keen to follow standard academic practice and include a Bank affiliation on all publications by staff while they are employed here, even if the work was not done as part of their duties. It counts as \u201cPublications by Bank staff\u201d on the external website. Work done prior to joining the Bank is obviously not subject to Bank editorial control, so there is no question publication will be prevented. However, in some cases the work may be so sensitive that publication using a Bank affiliation will be problematic. Although the presumption will be that in most \u00a0cases no action \u00a0is required, such work should be cleared by a HoD before final publication using the standard approval form, accessed via the External Publications Workflow site. The status of external publications (and journal referees&#8217; reports) should be made known if you also wish to submit the work for Bank publication.<\/p>\n<p>Staff may also do work in their own time, and in general the same procedures apply. However, in this case staff should also discuss the appropriateness of publication with their HoD before starting such work. And they should take note of the guidance given in Section 2 of the Staff Handbook, Authorship\/Publication.<\/p>\n<h4><strong>Work done inside the Bank<\/strong><\/h4>\n<p>Publishing Bank work in an external publication, such as a professional journal, is encouraged. Approval to publish externally should be given by the relevant HoD (or more senior manager for a HoD-authored paper) to ensure that quality and policy sensitivity issues are addressed. In the case of a multi-authored article, the submitting author must have obtained copyright assignment from all co-authors, in writing, and authorisation to enter into this agreement on their behalf and that all co-authors have read and agreed to the terms.<\/p>\n<p>In the event that a paper is accepted by a journal, the approval form, accessed via the External Publications Workflow site, needs to be completed by the HoD before the work is finally cleared for publication. This form should also be used for work done prior to joining the Bank (or outside Bank time) in order to check for sensitivities that might affect the appropriate affiliation, and to monitor publications data.<\/p>\n<p>Note that the copyright of all work undertaken in the course of his or her employment published while staff are working at the Bank is owned by the Bank not the author<\/p>\n<p>(s). Consequently, any copyright permission can only be granted by the Bank.<\/p>\n<h4><strong>Conference proceedings<\/strong><\/h4>\n<p>Work that is commissioned for a conference or other external event (with a presumption that the paper will be published in a book of conference proceedings) should be subject to internal quality control. This might involve an internal seminar,, but there are no fixed rules. The relevant HoD or senior manager should sign off on the paper before the final version is submitted for publication. In particular, the HoD should satisfy him or herself that the paper has been subject to a thorough professional peer group \u00a0review (this might be achieved by the external publishers&#8217; own refereeing process).<\/p>\n<h4><strong>Working papers<\/strong><\/h4>\n<p>(i) Work already submitted externally<\/p>\n<p>Publication in an external journal or conference proceedings does not preclude publication in the Bank&#8217;s WP series, but the permission of the external publisher\/conference organisers may be needed. WP publication could occur \u00a0before or after external publication; the key issue is that the WP editor and HoD are satisfied that there has been the same quality control that would have been applied to a paper published only in the Bank WP&#8217;s series.<\/p>\n<p>&nbsp;<\/p>\n<p>(ii) Work submitted both externally and to the WP series<\/p>\n<p>Papers can be submitted externally before being published as WPs, but it may be useful for authors to use the WP process to get feedback on the paper before external submission. With the relaxed rules in place now, the expectation is WPs are published before an external publication but that is not a requirement. \u00a0Publication in the WP series is of course encouraged.<\/p>\n<h4><strong>Affiliation<\/strong><\/h4>\n<p>Standard practice for affiliation in academic publications is to state the institution where the author is currently employed. But having the Bank as the headline affiliation might lead outsiders to incorrectly make a direct connection between the Bank and potentially sensitive work done before the author joined the Bank. So in this case the author&#8217;s headline affiliation should be both to the previous institution and to the Bank if possible. Most importantly, the acknowledgements should indicate the affiliation of the author when the work was carried out, should \u00a0include a standard Bank disclaimer and also state that the work was not carried out at the Bank (assuming that is the case). Though the joint affiliation is set out on the paper, the possibility of a Bank connection being made remains. So the author&#8217;s HoD will need to perform a basic<\/p>\n<p>'sensitivity check&#8217; \u2013 ie a quick examination for any significant sensitivities. If any were found, the Bank would need to be distanced further in the affiliation footnote, and in some cases amendments to the text might also be needed. Any extremely problematic cases would need to be dealt with on an ad hoc basis, and might need to be referred to the appropriate Director. Where potential new members of staff have work awaiting publication that looks potentially sensitive, managers and HoDs should flag this issue to them in advance.<\/p>\n<h4><strong>VoxEU and other posts<\/strong><\/h4>\n<p>VoxEU is a policy portal set up by CEPR \u00a0that aims to promote research-based policy analysis and commentary by leading scholars. Vox encourages professional economists to submit short columns which are original work not published or posted elsewhere, and written at an analytical level that is higher than a typical newspaper column but very much \u00a0more accessible than a journal article (ie, QB level), policy relevant and research-based. If staff want to do so and have permission from their HoDs, they may post articles based on their SWPs there (with strictly no new material or interpretation).\u00a0 \u00a0However, authors should post on Bank Underground<\/p>\n<p>first. \u00a0Once you have done that, feel free to publish a copy on VoxEU, provided you acknowledge the original source (assuming they allow it). \u00a0If there are minor changes, please get the home editor on the BU post to sign the piece off.<\/p>\n<p>For other outlets, we are generally supportive, but you need to get approval from your manager.<\/p>\n","protected":false},"excerpt":{"rendered":"<p class=\"excerpt\">This page deals with work done by all Bank staff that is published externally by an external publisher, normally in a research context.
